Recruitment of a consultant to provide trainings on biodiversity-focused community tourism

Period: October 8th, 2026 to October 22th, 2026

Location: Nui Chua – Phuoc Binh National Park’s Marine Protected Area

Reporting to: Marine Project Manager

I. BACKGROUND

Fauna and Flora International (FFI)’s mission is to conserve threatened species and ecosystems worldwide, choosing solutions that are sustainable, based on sound science, and which take into account human needs. FFI’s strategy to achieve this mission is to work with in-country organizations at all levels to support them in identifying and implementing country led sustainable solutions.

FFI’s work in Nui Chua- Phuoc Binh National Park focuses on improving the marine resource management by capacity building for local partners, species conservation and sustainable community development.

Nui Chua – Phuoc Binh National Park (NCPBNP) contains significant marine biodiversity, including one of the last remaining marine turtle nesting beaches on the Vietnamese mainland, as well as important coral reef, seagrass, and mangrove ecosystems.

Under the project titled “Improving the Management of Marine Resource Use in Nui Chua National Park, Khanh Hoa Province”, support was provided for the development of the Ecotourism Master Plan for the Marine Protected Area (MPA) of NCPBNP, which was approved by the Provincial People’s Committee (PPC) in June 2025. The NCPBNP has strong potential for ecotourism development, and a range of ecotourism activities involving tour operators, hotel and restaurant managers and local communities have already been established.

While ecotourism can generate important benefits for local livelihoods and conservation efforts, it may also create negative impacts on biodiversity and the environment if not properly managed. Therefore, it is essential to equip actors involved in ecotourism with the knowledge, skills, and practices required to promote responsible tourism and ensure that tourism development in NCPBNP is environmentally sustainable and biodiversity-friendly.

This Terms of Reference (TOR) seeks to recruit a consultant to provide trainings on biodiversityfocused community tourism and to enable local communities and tour operators to comply with the Ecotourism Plan of NCPBNP and legal regulations.

II. OBJECTIVES

To enhance participants’ understanding of biodiversity values, ecosystems, key threats to biodiversity, the importance of conservation, and the legal regulations related to biodiversity conservation and ecotourism.
To strengthen participants’ understanding of biodiversity-focused community tourism and responsible tourism, enabling them to support conservation efforts while complying with relevant laws, regulations, and the tourism management guidelines of NCPBNP.

III. TASKS

Review relevant documents and the tourism regulations of the NCPBNP to inform the development of training materials tailored to the local context.
Develop a detailed training agenda (a draft agenda is attached for reference), presentation slides and participant handouts, for review by Fauna & Flora’s Marine Project Team prior to delivery.
Deliver two one-day training courses on biodiversity-focused community tourism in accordance with the agreed training agenda.
Prepare a training report following the project template, including the training delivery, participant feedbacks, and recommendations.

VI. BUDGET FOR IMPLEMENTATION

The consultant fee is based on contracted/actual working days and contracted unit price with approved timesheets.
Costs should be based on actual expenses according to Fauna & Flora cost norms and accepted invoices.

VII. QUALIFICATIONS AND EXPERIENCE

The consultant should have qualifications and experiences in the following areas:

At least a Bachelor’s degree in Conservation, Ecotourism, Natural Resource Management, or a related field.
Minimum of 10 years of working experience in conservation, ecotourism, and natural resource management.
Experience in designing and implementing similar trainings
Experience working with community-based tourism or local stakeholders.
Strong facilitation and training skills in participatory approach.
Excellent verbal and written fluency in Vietnamese and English.
Experience working with protected areas and biodiversity conservation contexts.

VIII. ADMINISTRATIVE SUPPORT

Fauna & Flora will provide consultant with the following support:

Access to Fauna & Flora’s previous reports, papers, and background information related to this assignment.
Administrative support and procedures to work in the field and with local partners.
